Williams have done very long runs in testing, and are confident about reliability. If it rains their speed disadvantage becomes an asset (provided the thing puts its power down nicely) which brings the faster cars back to him. So why not a win

Webber makes a profession of being quicker than his team mates, then worries about the rest. I respect Heidfields abilities, but would not like to be him. At least he and Webber are allowed to race

I can only go on past results for Webber vs teammate. I believe he "averages" half a second on his team mates, collectively, in F1.
