Used to be that a F1 Supelicense was only issued after the required number of hours in an F1 car had been reached, usually through testing.
How he came to get a license without the required time, I dont know.
I think when they made an exception to the rule for Kimi a precedent was set.

Harumph....broke the over 3 litre record in a vauxhall cresta in my first hillclimb.....(using the nom de plume M Mousse......I was 15).....took out 60ft of wire and posts on the second run.....the corner post hurt the car a tad)
got to within .05 of the outright record in a Ferrari 250LM at a certain antipodean track which is still in use (albeit in shortened form..Jack Brabham Corner no longer exists)...at 18yo........then got drafted.....jeez you can have fun in an APC.....til they bust you back to footslogger for "wilful misuse of military equipment".........2 year ago stayed within .02 of a certain SBS driver in SS utes around Oran Park.....kept my kid alive and SAFE in a 1440 Km dash in ten hours in the Northern Territory....(Damn, those Cape Buff are BIG

So how come Ide/Kimi can and I cannot

Well I can see you know how to race, but you left out how much sponsorship dollars you can bring to the team.
