WHY? Looked fairly straight forward to me.

The procedure these days is for the stewards to decide after the race whether they apply a penalty or not. Ralf pits and so does Raikkonen.

ah, ok, thanks for that.
shouldn't be a penalty, though. was just two guys fighting hard with Fisi simply making a mistake.
