Safety Rule Question

Dear colleagues,
After the Australian race, I have been wondering about the situation that happened with Barrichelo in the beginning of the race and with Vettel towards the end of the race. Here is the question:
If a car part is dangerously dangling, with risk of falling off and endangering other drivers, can he be penalysed?
There is clearly a rule that, if a driver suffers a serious accident he must stop:
"30.13 If a driver has serious mechanical difficulties he must leave the track as soon as it is safe to do so."
I have revised the F1 2009 rules and regulations and have found nothing on this... could anyone help?
