Answer: Depends on what rides have been confirmed at present............

My guess.................
~~Penske(2): Ryan Briscoe & (either)Will Power or Helio Castroneves
~~AGR(4): Tony Kanaan, Danica Patrick, Marco Andretti, Hideki Mutoh
~~TGR(2): Scott Dixon & Dario Franchitti
~~Panther(1): Dan Wheldon
~~Foyt Racing(1): Vitor Meira
~~NHLR(2): Graham Rahal & Robert Doornbos
~~Dreyer & Reinbold(1): Mike Conway
~~Vision Racing(1): Ed Carpenter
~~HVM Racing(1): E.J. Viso
~~KV Racing(1): Mario Moraes
~~Team 3G(1): Stanton Barrett
~~Luczo-Dragon(1): Raphael Matos
bank those 18 in the certain column!.......
~~NHLR(1): Milka Duno
~~Dale Coyne(2): Justin Wilson & Bruno Junquiera
~~Conquest(1): Jaime Camara
all but confirmed; just waiting for official notification...........
Throw those two groups in, and you have 22 cars for St. Pete. first week of April. Not bad in this economy, heh?

Other entries we're likely to see in 2009............
~~Sarah Fisher Racing(1-2): Sarah Fisher, Darren Manning(?). One thing is certain; driver/owner Sarah Fisher will compete in a part-time schedule in 2009. If sponsorship(read money!) can be found, this could expand to a full oval-only schedule and possibly a couple of road courses w/Englishman Manning in the car for those races
~~Other teams such as Rubicon/PCM are still searching for funding to run partial schedules in 2009
~~There is a good talent pool of drivers that haven't found rides in 2009......Paul Tracy, Alex Tagliani, Ryan Hunter-Reay, Oriol Servia, Darren Manning among others. If the series is smart, they'll figure out a way to get these and others on the grid at some point in the year(Mod's note.....if they want to sell out the Canadian races[TOR, EDM] then having PT and Tags on the grid is a near-mandatory effort......)
