The FIA have just released a draft of the proposed changes to the Formula 1 rules from 2008. The full statement is available here
To summarise, the proposed changes call for:
- Standard ECU (Electronic Control Unit) supplied by the FIA
- Eliminating driver aids such as traction control
- Standard Gearbox internals supplied by the FIA
- Manual gearchanges via mechanically operated foot pedal
- Downforce to be reduced to 10% of current levels
- Drag levels remain the same
- Car width increased
- Single tyre supplier
- Slick, low profile tyres
- Significantly larger wheels
- Eliminate tyre warmers
- Minimum height of the centre of gravity
- Minimum weight of the chassis
- Standard brake discs, pads and calipers supplied by the FIA and lasting an entire weekend
- Pit to car telemetry eliminated
- Exotic materials banned on all parts of the car and not just the engine
- All cars to be equiped with a driver operated starter
- Spare cars eliminated
- Testing limited to 30000KM per team per calendar year
- Teams can buy an entire car or part of a car from another constructor

They are not mucking around. Sounds interesting.
Although once the negotiations start most of those rules will be flung out the window. The manufactures probably don't know how to make a car without exotic materials.
Not having tyre warmers sounds a little dangerous.

This is ridiculous and won't happen
Well it could happen in the Bambino series.
These rules are clearly designed for a single car Formula 1 (Formula Ferrari with Vodafone, Red Bull and Midland)

And you can buy a whole car from the other team

I am sure this is just a starting position. Just ask Kappy, when barganing you have to start high. It is much harder to go up than it is to go down.

After reading about the proposed FIA regulations for 2008, it seems as though Formula 1 could split itself apart, just like what happened in 1996 when the IRL split itself from the then-CART(now ChampCar) series. It pretty much sunk open-wheel racing in the U.S.(until this year, anyway) and, believe me, the last thing F1 wants is a similar split.

With the Michelin Runners now summoned to Max's Castle for "bringing the sport into disrepute" at Indy, IMHO, the split could happen before 2008. We have just seen the Bambino series forerunner, I know which I will support.
Just a thought> ferrari are having financial troubles, could Max be part of a deal to keep them at the forefront of F1 til they go to a planned "belly-up" in 2008? I will now step back and let the tried and true conspiracy theorists run with that idea

With all the controversy over the fiasco at the USGP and the proposed FIA/GPWC rules in 2008, here are some suggestions for any new rules and/or rules changes(many of these are in use in IRL/ChampCar):
1-Eliminate the traction controls and reduce the rpms' in the engine from where they're at now(17-19K) to between 10.5K-12K. This'll help the engines make it through two race weekends, as it stands now.
2-Get rid of the grooved tires, and put the slicks back on. Come to think of it, could those Michelin-grooved tires be part of the reason for the fiasco, what, with the reduced grip surface on them?
3-Allow teams to make changes to the car, if necessary, between qualifying and racetime, unless they have to change an engine, transmission or other major item. If that happens let 'em start at the back of the grid.
4-Allow all teams the option of using either carbon-fiber OR steel rotor brakes, as the IndyCar series required teams to use for the series' 3 non-oval races. This might allow for greater overtaking during a GP race, especially on tracks where braking and cornerning are at a premium.
5-Using common ECU packages similar to what ChampCar requires now since 2003. Also, the FIA/GPWC should require engines to not only last the 2 race wkends but for a specific distance before they can replaced. in the ChampCar series, all teams use the Ford-Cosworth XFE 2.65L turbo-engine, and it is designed to last for a minimum dist. of 750 miles(about 3-5 races). Since 2003, not 1 of their engines has failed during a race weekend, none. How many of F1's vaunted engines can say that?
6-Finally, the teams should be restricted in how much testing they can do, but not if they're testing a new car or engine package. Once they're used in race conditions, however, the restrictions would 'kick' back in.
