What if the last car i.e.10th car is not in 110% of pole sitter? WIll he be not allowed to refuel or not race?

As far as we know, this isn't official but the way I understand it is that only laps with times within a 110% of the best lap for that driver will be counted and an amount of fuel equivalent to those laps will be added.
It is very confusing yes and I don't know if in and out laps are included! If they are then cars will keep coming in and out of the pits.
It may be unworkable and hence it isn't official yet!

Under the new Q regs drivers have to finish when the Checkered flag comes out, no longer can they finish the lap they are on and have it count. That means 13 minutes per session not 15. There are going to be traffic jams at Monaco, and a couple of other places.

They know that the new qualifying system is full of loopholes and now they will start putting all sort of silly restrictions.
