The FIA can really only deal with the teams, it is the teams that enter the race, and it is the teams that did not race on Sunday. Michelin is in that regard "only" a supplier.
It will come down to how petulant and tiresome the teams will be at the hearing. FIA want their assurance that what happened on Sunday will NEVER happen again, they will place all teams on some sort of probation, and most likely they will have to pay a fine as well.
In order for the WDC and WCC to continue this season, they need the 14 cars on the grid, but the FIA will make their position extremely clear. It may very well come to pass that BAR will be sacrificed, for the teams to get the message, one more transgression and you will be out on your sorry bum.
The idea of penalising backwards and stripping points, is unacceptable to me, and the idea that the teams would not be scoring points for "x" number of races are equally unacceptable.
The sport needs to move on from here.

As the teams will pass on any penalty or cost of it on MICHELIN the FIA will have to consider any appropriate penalty.
Somehow a compensation for the damage at the Indy GP will be necessary. Of course the sport would suffer even more if the 14 cars missed additional races. Therefore this is unlikely to happen.
I would expect something like 50 million USD penalty. Thats some money for MICHELIN, but that way the 100.000 spectators at Indianapolis can be payed back their entry, plus it would cover other costs to repair the damage of F1.
Maybe Bernie didnt make such consequences clear enough last Sunday, otherwise we might have seen a real race...

After reading the FIA statement concerning the seven Michelin-shod teams' refusal to race at the USGP Sunday, 19 June, it is clear that the teams broke the rules that the FIA set by not competing. If anything is done, the FIA and Formula 1 Mgmt. should IMMEDIATELY require all 10 teams to use Bridgestone tires from the next race(Magny Cours-France) on to the end of the current season and require any tire suppliers who wish to participate in F1(Bridgestone, Michelin, Pirelli, etc.) to certify that their tires will be safe to use on all track surfaces, from asphalt, tarmac and banked surfaces. Until that is done, Bridgestone should be the exclusive tire supplier for F1, just as Bridgestone USA supplies its' Potenza slicks to the ChampCar series and Firestone uses its' Firehawk slicks in the IndyCar series.
If the FIA try to use this as a tool to get signatures on the new Concorde agreement, they will instead push the teams out of F1, and start GPWC up early.
As much as the FIA have a case (and I think that they do), there are sound arguments from all the teams as to why they did not race, and did not accept to race under the circumstances. The problem the teams will have is, to prove how they did not break the rules charged, which seems a little difficult.
It would have been so much easier for the teams had they informed the FIA in writing that their tire supplier had informed that the tires could not be used, and due to the litigation they would open themselves to, they would there fore be unable to participate any further in the USGP. The FIA would have had a very difficult decision, were they to overrule such a written letter, and most likely we would have seen a postponement of the USGP.
The biggest problem the teams have is not that they did not race; the biggest problem is that the teams did not cover the corporate behind, when they decided on not racing.
I really think that BAR is in big trouble, and it will likely be a case of the FIA deciding not to ban them, subject on all 7 teams agreeing without a fight, to whatever penalty that the FIA want to impose. If they teams refuse, I expect the 6 teams to get of lightly, and a small fine and a suspended penalty, and that BAR will be thrown out of the 2005 championship.

I hope the meeting on 29th doesnt end the great season we all are enjoying.
I just hope there's no penalty on the teams & no team is expelled from the championship(BAR).
As the teams has accepted their fault to spoiling the show,on safety grounds, for no fault of theirs;FIA should only ask the teams or Michelin to pay back the money to the 120,000 spectators who were the real losers on the day.(CAn they send money to us too
)
I hope this issue is resolve soon & amicably,to restart the season with good races lying ahead.
